There are lots of translation requests for a text that is supposed to be in Arabic but it is not.

In fact, some messages are written in Arabic script but are not Arabic. They could be other languages that are written in Arabic script, such as Urdu, Farisi, etc.

Other messages are unintelligible due to incorrect character encoding settings and so do not render correctly (considered garbage).

My suggestion is:
Would it be possible to delete garbage messages, and notify the original poster.

What do you think? these message clutter my search results.

Yes it's possible. Each time you see such a request to remove, do the following :

You go down the page and you post a quick message "Please remove this translation because ...". Before posting your message, don't forget to check the field "I want an adminsitrator to check this page".
After a couple of day an admin will remove the request.

This will be very useful, thanks a lot for your help !

I had noticed that as well. There were letters like taa marbuta in the middle of words, beginning of words, whatever. And various other things that just don't happen. I will mark them when I see them also.
