I do not quite understand why I receive email notifications "Jusu vertimas atliktas" ("The translation you requested has just been done", since I have not submited any text for the translation.

Yes you requested one translation ( it must be a mistake but you actually did ). In fact you requested a new target langauge (latvian) on an existing request, which is also considered as a new request.
