The etimology of Palatinus is uncertain, but I never heard it meant "lesser" or "lowest", a legend says it comes from Pallans, a person name.
Another legend says that it was also called Ruma, (that meant "mamma=breast" because of its shape), and that the word Roma comes from that.
Any way, the problem is not the Palatinus, but the way it is declinated and the fact that Cannae has nothing to do with it.
