when you visit a member's profile, or a translation to be done, you can enter a message, by directly typing in the box at the bottom of the page.
but in this way you don't have the emoticons line displayed, so you can use emoticons only if you know their own code.

otherwise, if you click on the "send a message" link, a new page will be opened, where the emoticons line is diplayed, and you can insert each emoticon by simply clicking on it.

is it possible to show emoticons line under every message box of the website?

It's possible yes ^_^ . I have other things to do first, like the search of translations by source language.
