If a translation is sent, it should be automatically open for voting. And not first wait for an expert to open the voting-system...

When a translation poll is submitted, it consumes a lot of "resources" because all the commuity is asked to go and check the translation.

And may I suggest that, when you decide a poll may be needed, you take the following steps: (1) copy the original translation (target) into the discussion in its own message, (2) post another message stating your concerns about the original translation, (3) edit the target, and (4) request a poll.
Doing step 1 will help you later when it comes time to approve/reject the final translation and rate the original translator's work. Also, it will help you work as a mentor, if you encourage and help the original translator to participate in editing the translation.
