Why not authorized to translate into the language?

Why I am not authorized to translate into the language? I can translate into Russian equally as into Ukrainian. I know these two languages equally perfectly! Why I am not authorized to translate into Russian?

Or how can I to translate into Russian? Thanks.

On the first three days after your registration, you are restricted to translate into the language you declared as being your main one. After that, you'll be able to translate into any language you know.
