What is CC?How does it work?

One question about the CC: as a PC am I able to send CC to people who are not on the list of Experts, Admin., or other CCs (that appears under the Message bo  ; is it possible to send CC to a regular member?
I think I have received messages through CC from people who were at least PC even if I was not a PC.
If yes, how can I do that?
