message for requests for Thai etc

At the moment we have no (active) expert for some languages like Thai, Vietnamese and Indonesian so even if translations are done, the will not get evaluated. Would it be an idea to have a (popup) message when someone submits a request into a language for which we have no expert? That way, they will be aware of the issue (and if we are lucky and enough people are aware of it, it may even get us an expert).

Yes that's a good idea, not far from another one that was suggesting to inform about the average waiting time before a translation is done/evaluated into a given taret language.
