Accept your own requested translations when not an expert

A little post to inform that I've made little changes about evaluation of the translations you requested.
You can not accept anymore the translations you requested. This feature was helpful at the very begining of cucumis when there wasn't many experts. But now that we have a strong team of experts and administrators, we can face the number of translations to be evaluated.
