I think the verb place isn't well-translated.

"can't quite place" may be intended as a parallel to "feel", not to "blame". That would be grammatical, but a little nonsensical. I think that is the intent of the target "que ... pero que".

However, consider the idiom "to place blame". The writer would place blame if he knew where to place it.

Now, "me echaría la culpa de..." means "I'd blame myself for all the things..."
