Unlicensed? Without license number / license plate? I'm a bit confused about the meaning of 'without correspondence' but when I look at the comments I read this to mean something like 'take it or leave it', i.e. no (further) discussion possible.

How about something like this? Would it capture the meaning?

Car - no correspondence (or: discussion) accepted ( ? ), for spare parts, completely operational, not licensed for driving, so that it's worth ban on all actions and fines. (this last part I don't quite understand either )

"No correspondence" is a wrong translation.

The meaning is: buyer can't be registered as the new owner of a car >>> car can't be sold officialy...

Non-vendable is rather close, but the same to non-registrable, it's not an accurate transaltion.

Why can't we use "re-registr/able/ation/ed" here?..

P.S. I vote for non-vendable (if no re- is possible).
