There is not really a lot of context, so I am guessing the meaning is
"director of houses" (houses in general, the physical facilities)

Without much context we can just guess the meaning, another option would be:
Director of the housing department (section).
If there is a special division in a government that is in charge of the housing matters. But we needed a lot more context to be sure of it. I would bet on:
"Housing Director" though.
