To answer your question, I've never heard of 'my opinion could dream', It doesn't sound like correct English to me. If you can try to explain a bit what it means, I might be able to change it into a correct sentence. Unfortunately I can't read Russian, it might be possible that it is a typical Russian saying, which are of course hard to translate! (If not impossible!)
