It is my opinion that "Order and Progress" should be "次序与发展" instead of "命令和进展". What do you think?

in my opinion if just translated word by word both "次序与发展" and "命令和进展" are correct. because there is no context after the "Order and Progress" , nobody could guess what is really mean.
