Could you please explain me what does "CSS recommendation the property" mean and does it have some mistakes? Berceste gave his source in the above message but I still don't understand this part...

I don't understand HTML very well... Anyway, I think I understand from berceste's explanation here (and from a little Googling) that CSS parameters are HTML commands for placing images on Internet pages. I think the CSS1 value gives the horizontal location, and the CSS2 value gives the vertical location of the image.

I think the meaning of "CSS recommendation" here is
CSS parameter
or
CSS direction
(i.e. CSS1 (horizontal) or CSS2 (vertical))
So if a value is given ("a property is defined" ), we must know if this value is in a horizontal or vertical direction, and the number in the W3C column will tell us which one it is.
It seems that the W3C number can either be "1" or "2", i.e. CSS1 or CSS2...
Maybe...?
