The move towards human security was also advanced by the work of several international commissions. They offered a broader view of security which looked beyond the cold war emphasis on East-West military competition. Foremost among them was the Report of the Palme Commission of 1982, which proposed the doctrine of "common security". The Report stressed that: "In the Third World countries, as in all our countries, security requires economic progress as well as freedom from military fear".
