You have to buy a video converter, but that shouldn't matter because an American PS2 shouldn't be capable of booting PAL games because of the regional lockout. NTSC PS2s also can't output a proper PAL signal, so you need a PAL PS2 on top of the video converter, and then you plug the PAL PS2 into the PAL -> NTSC video converter.
The only other option is to buy a multisystem TV that supports both PAL and NTSC, but that will be more expensive than the converter.
