H. e R. lo pregano di chiamare il suo signore e lo Scricciolo, seppure esitante, acconsente.
Risvegliata dal suo riposino pomeridiano, appare lâ€™Upupa, scarmigliata nel suo manto invernale. Racconta ai due uomini che un tempo lei stessa era un uomo e, saputo che i due vengono dalla grande cittÃ , prova compassione per loro. H. e R. le chiedono di poter restare in quel suo regno dai suoni cosÃ¬ soavi, ma lâ€™Upupa risponde sconsolata che gli uccelli non hanno un regno tutto per loro.
H. propone al Re un piano: costruire sulle nuvole una cittÃ circondata da possenti mura, che separi la terra dal cielo e impedisca cosÃ¬ al fumo dei sacrifici di giungere fino agli dei. Questi ora si sentono potenti e sicuri, ma, se patiranno la fame, saranno costretti a invocare la loro pietÃ : allora gli uccelli saranno i signori e gli dei i loro servi.

Awakened from his afternoon nap, the Hoopoe appears, ruffled in his winter plumage. He tells the two men that he himself was once a man and, after learning that they come from the big city, he sympathizes with them. H. and R. ask to be allowed to stay in that kingdom of his, so sweet and melodious, but the Hoopoe replies sadly that the birds do not have a kingdom of their own. H. suggests an idea to the King: they should build a city in the clouds, surrounded by mighty walls and separating the earth from the sky, so that the smoke of sacrifices could not reach the gods anymore. They feel powerful and safe now, but, should they suffer from hunger, they would be forced to implore for their mercy: so the birds will be the masters and the gods will be their servants.
