"Skatteverket" = "Swedish tax agency", they deal with all kind of questions within the whole tax administration area. They also administer the national registration. (born, married, dead, emigrate, imigrate...)
"flyttning till utlandet" = "Notification, Moving Abroad" is a application form (no. SKV 7665) from the Swedish tax agency.
"folkbokföringlagen" = " Legislation on National Registration" I paste a link here for you. (But it's in Swedish .) In short: It's a Swedish law concerning the national registration.

This paragraph should be changed a little.

into:

And the last one into:
"According to your own report "Notification Moving Abroad". The Treasury considers that there is a reason to withdraw you from the national registration."

thanks a lot for your good suggestions! I shouldn't have done this one. You are very nice that don't reject it. And yes ...this is a confusing text, not only my translation, but also the source text VERY formal and stiff!

deregister you ---> withdraw your registration
migrated ---> migrant (or immigrant?) I think that it shall be:
"as a migrant". Ok?
It doesn't say if the person is a Swede or a foreigner, just that s/he had lived outside the country ... I guess that the person has Swedish citizenship, since s/he is a "tax payer"
I think that the last sentence in the first paragraph: "shall have his registration as an immigrant withdrawn." must be: "shall have one's registration in the national registration withdrawn as (e) migrated."
And I don't know if you can translate "skatteverket" to "The Treasury†? According to my own research they write "Swedish tax agency" Can you write like that?
