Was there ever a worse tutorial than HOI IV ?

Hiii...
4 times tried to complete it. 4 times want to smash the monitor.I don't know what I am doing. The tutorial won't tell me. It won't highlight. Won't even hint.
The very first instruction - check the alerts at top of the screen. Which alerts? What do they look like? What do they do? Why can't you at least try to help?

Is that why its call HOiIV? Give up on the IV time?
