The problem of homelessness became relevant in Lithuania only 16 years ago. Homelessness as a social phenomenon was not officially recognized during Soviet times.
With the restoration of independence, the poorest strata of society, including the homeless, found themselves at the base of the social pyramid. People who have no permanent place of residence or are temporarily unable to use it, who spend their nights in random places or institutions of temporary accomodation and those who do not have sufficient funds to buy or rent housing, can be considered homeless.
