I've searched for this "latin" excerpt but didn't find anything. Most classicals and biblicals are on the net, and there's little chance of something new being produced.
But there is an old publishers' trick called "Lorem Ipsum", which is a "pseudo-latin" fake text, employed just as "fill text" for samples of pages, even on the web you can find it.

I confirm that, in my humble opinion, the posted text ISN'T a real latin text. translation is impossible.
