The original text is a little bit strange here. I don't think it was written by a native speaker, although I really only see two areas where it's confusing:

1) It seems to be contrasting being "quiet" with wanting to use learned information right away. I don't see how these two are in contrast!

2) The first sentence of the second paragraph is a little strange. I think the writer means, "We have different preferences as to how we learn.

Also, the sentences are a bit short. Most native speakers do not write this way when they are writing academic essays.

Ah - I found the original article, and this is what it says:

Just as there are differences in personality, there are differences in the ways that we learn and use information. Some people are quiet and tend to be reflective in the way they process information. Others are "take charge" kinds of people who need to put information to immediate use and to solve problems.

Just as we have different preferences and ways of learning, we also change and adjust our learning strategies based on our own development and on the different learning situations in which we find ourselves. By understanding ourselves and becoming more aware of these differences, we become more capable of adjusting to new situations throughout our lifetime as learners.

Yani,

Bazı insanlar yeni şeyler öğrenme konusunda yavaş adımlarla ilerlerken, diğerleri öğrendiklerini hemen pratiğe dökmek ister.

I think you're right that that is the actual meaning of the text, but the text has been cut and pasted here, and the part that means what you wrote has been cut out. What you have been given to translate sounds strange in English, so it probably should sound strange in Turkish, too!
