This text seems to be quite poorly written.
It sounds awful in English too. I think we could improve it a bit in order to sound better.
My suggestion:
Erzurum is a very popular city during winter season. The weather is very cold. There is a ski centre in Palandöken which is visited by many tourists. They ski and have a good time there. People in Erzurum are very nice and tourists like spending time with them. Tourists ski in Palandöken. People are very helpful and hospitable. and I think it will be better as follow;
"Erzurum is a very popular big city for winter tourism. The weather is normally very cold. There is a ski centre in Erzurum. Its name is Palandöken, which is visited by many tourists. The people ski and have a good time there. People of Erzurum are very good like winter tourism and tourists like spending time with them. The people are very helpful and very hospitable. They are very pleased with presentation to the tourists the place where they are living and to guide them."
