S/he takes care of everything for the site to be working fine and the rules to be applied. Notably s/he checks whether submitted texts are OK according to what we want to translate and what we do not want to translate.
S/he can edit all texts and posts in the forum areas, and take care about the user's needs (information, edits, and so on)
S/he deactivates profiles from users that do not behave.
An admin does everything relative
-for an admin level 1 : to forum areas
-for an admin level 2 : to translations requests and any concern relative to it
-for an admin level 3 : all of it + user's behaviour.
So it seems you unintentionally pressed the button where one can read "I would like an administrator to check this page", which happens sometimes to new users, so that Bamsa, who's an administrator, told you his job here wasn't relative to the evaluation process.
Actually here the experts in the different languages we translate into are taking care of that.
