Is there a conjugated verb in this text, and even if there is none, is it still translatable according to our rule #[4]?

I don't know Polish, but maybe are some sentences without a verb still translatable with a verb in the target language (same as for Russian, Latin, Hebrew, and so on..)

"the account was not found" - Nie znaleziono takiego konta. "Znaleziono" - it is not conjugated verb.
