Is it OK that someone requests a translation then he provides it?

Actually, some people do that in order to have his/her translation proofread by a native speaker to be sure it's correct. It's not exactly our job. We usually question the reason for that, but there's not a specific "rule" which forbids that behaviour
If you think you are being "used" (to evaluate a long text, for example), notify the translation to the admins and we'll take an action.
