I'd like to suggest the following corrections, for the readability of the text. There were also one or two typos that I've "fixed".

Taking into consideration that no one would provide the means of giving someone else superiority, it is not possible for us to provide the dissuasionof the defence system, industrialization and progress through making the technology transfer alone.

This is a difficult translation. Here's my version:
