Hm, you typed: "rely" or "depend" - I'm undecided...

Sincerely, I can't decide too... The Polish line says sth between "relying" and "depending" on the people...
-->"Nie możemy zdać się na nich"

It looks like idiomatic expression.
It means that we can't live our life counting on their permanent help all the time. Because they will die one day and we will be lacking in their help...

The first line should read:
"Through the tears of thousands of people you speak to us, Lord"
And the last one I think "We can't rely upon them" would be fine.

One more to consider: "lean on"

"We can't lean on them now"

Actually, I'm also tempted to rebuild this line completely, but that would affect the Polish version, too.

"Who shall we lean on when they're gone?"
