This was typed using Japanese language software, but it was typed by someone who did not understand Japanese characters and just accepted whatever the Japanese software suggested as the appropriate characters for what they wanted to say.
In the first sentence, they typed, in alphabet letters:
Nihonjin de wa nai.
and the computer changed it into
日本人出羽ない。
which is garbage Japanese.
Anyone who really knew Japanese would have typed
Nihonjin de ha nai.
and the computer would have given them the correct Japanese:
日本人ではない。

The last sentence also, should not be
日本語分かる会
but
日本語、解るかい？
and this is a rough, impolite way of asking someone if they understand Japanese!
