This was typed using Japanese language software, but it was typed by someone who did
not understand Japanese characters and just
accepted whatever the Japanese software
suggested as the appropriate characters for what they wanted to say.
In the first sentence, they typed, in alphabet letters:
Nihonjin de wa nai.
and the computer changed it into
日本人出羽ãªã„。
which is
garbage Japanese.
Anyone who
really knew Japanese would have typed
Nihonjin de
ha nai.
and the computer would have given them the
correct Japanese:
日本人ã§ã¯ãªã„。

The last sentence also, should not be
日本語分ã‹ã‚‹ä¼š
but
日本語ã€è§£ã‚‹ã‹ã„?
and this is a
rough, impolite way of asking someone if they understand Japanese!
