BACKGROUND
Due to its unique geographic, political and historical position, Israel is understandably viewed as the only safe haven in the Middle East for refugees from Sudan. Although many thousands have migrated north to Egypt, they have encountered poverty, persecution and in some cases death. Increasing numbers, therefore, are risking their lives to cross into Israel, despite the fact that Israel itself has no mechanism through which to absorb them.
