And could you explain me, please, what is the difference between: "içtenlikle" and "içtenlikle dir" Why should we put "-dir" suffix here? And also, "içtenlik" is a noun and in order to finish the sentence it should take "dir" at the end.

But in this case, I think it's something speacial with the verb "ummak"; it has to take -dir (both in formal and normal speaking), otherwise the sentence doesn't seem right. We can say "Bugün hava güzel" but we cannot say "Umarım hava güzel", we have to say "Umarım hava güzel dir(we can also say "havanın güzel ol duğunu umarım)
I think it's because when we are talking about something uncertain, some kind of predictions we use "dır,dir,dur,dür". Because there are some other cases that we should use them.
