"Otaku" doesn't really mean "someone who is crazy about Japanese culture": it might not be Japanese culture in particular; it could be about computers, or something else too. It means "someone who gets so completely into something that they are kind of specialists in it." Usually it's a hobby, a collection, a strange pastime, etc.; usually not work, nor something creative like art or writing.
