In French, we could say "remarquer" or "s'apercevoir". Now if I say "ne pas L'apercevoir", it would mean you can't even see them when they are near (apercevoir = see, perceive) which goes perhaps a bit too far. I mean, if you've got eyes, you can't help it but "see", "notice/s'apercevoir" is another matter altogether, you can be distracted, or take the other person for granted, i.e. "apercevoir, but not s'apercevoir", see, but not notice.
