I set this request in standby because by searching the net, I found the same text in a forum for students. So I guessed it was a homework.

Well, it can be considered to be one of common sayings (proverb quotes), in this case - connected with the law. It means: "If rights are annulled, civil society is destroyed". (or: If we annul rights, we will distroy civil society).
Of course, every proverb can be a homework, but we can never know whether it is or not. So, I would let it go.
