We tried to find a word that would carry the meaning of "someone who has been declared an outlaw WITH a reward offered for the(his/her) capture" (legal definition of "proscribe", επικηÏυγμÎνος-η-ο).

This is usually by police/governement/gangs etc

It's "official" meaning is that of "wanted, reward offered". However, in this context (and many others) the meaning is "wanted and on the run, hunted down" so to speak.
