The bid did not make the changes to the specifications,which according to the administrative specification would have been possible by an addendum no later then 10 days before the bidding, on time.
The permission from the general staff, which was needed because of the bid dealing with a military security zone according to Law nr 2565 on Military Restricted Zones and article 21B of the Law nr 4734, and the company's certificate of being qualified
were revoked by the tendering administration. The administration stated that with this change, it aimed to create competitive atmosphere for the sake of public interest.
