A text is set on "stand-by"
-when some expert of the source or the target-language wants it to be edited before translation.
Expert ususally post under the request or under the original text, and the text is in stand-by until the requester replies the expert and/or edits her/his text

-or when it was submitted by a duplicate user, so only admins 3 like goncin and me can take care of this

But here, it was because the source-text had got to be edited, as you can see now about the one above, it was set free because it was edited

A duplicate user is a guy who registers in double (on the same computer with two different nicks)
and this is not allowed on cucumis.org.
Those who do that usually see one of their accounts removed, but when it is obvious they did it just to earn more points, both of theirt accounts are deactivated, because here translation is provided for free and those who want to fool us with multiple accounts are simply not welcome here.
