J'ai cependant déjà entendu ce "how come", à mon avis cela devrait dire quelque chose comme "comment se fait-il"...mais je n'en suis pas sûr, aussi je crois plus sage de demander à Lilian.

Lilian, I've already heard this "How come", is it correct English? Does it mean something like "Oh! Come on!" ? Or doesn't it rather mean : "How is it possible that..."?
