This study aims to demonstrate the necessity of restructuring the subject matter of moral damage in Brazil, conceiving its importance as a Fundamental Right. Moreover, the so-called punitive damage to the national laws is clearly being applied as a way to discourage the practice of acts which are offensive to Human Dignity.
About the last sentence Lein, it's not lacking a verb. Actually it means:
"...as a way to discourage the practice of acts (that are) offensive to Human Dignity."
I admit the original sentence has a confusing syntax as this kind of extracts usually have. Perhaps we should, indeed, change it to sound more natural in English.
