	Lein Общо мнения: 3389	Ah - in that case, 'it is clear' doesn't work. It is clear [a subject]. - this needs a verb [A subject] is clear. How about this? Moreover, the so-called punitive damage to the national laws is clearly being applied as a way to discourage etc.
