The first attempts to undertake city planning for Ankara starts with plans commissioned by the Heussler Company, with a 1924 plan for Old Ankara (the fort and its surroundings) and a 1925 one for Yenisehir. Both of these are by the Berlin architect Dr. Carl Ch. Lorcher, who is a member of the Istanbul Development Commission. The plan for the old city was not found appropriate since it was decided that it was not implementable. On the other hand, the Yenisehir plan, also known as the "Lorcher Plan", which encompasses 150 hectares surrounding today's Sihhiye, was implemented.
