Even in the original Turkish version, the first sentence is difficult to understand.

"eliyle" could have been "tarafindan" or "-ince" ("firmasinca" ).
If you take the clause in the middle out it becomes clearer:

Ch. Lörcher’e yaptırılan planlar ile baslar."
