Translating what you wrote back to Turkish, you are saying the following: "Heussler firmasinin gozetimindeki planlar".

"eliyle" could have been "tarafindan" or "-ince" ("firmasinca" ).

If you take the clause in the middle out it becomes clearer:

"Ankara için ilk planlama denemeleri Heussler firması eliyle [..] Berlinli mimar Dr. Carl
Ch. Lörcher’e yaptırılan planlar ile baslar."
