As writers of performance appraisals, managers are concerned that they may "cast something in stone" that is inaccurate, be criticized on written grammer and spelling, say something illegal about the ratee, or may not be able to substantiate their comments.

They are afraid that ...

1) when they write something about someone, it will be "cast in stone" (sometimes "set in stone" ) - it will become a permanent part of the person's record, even if it later becomes clear that it was not correct.

2) someone may criticize their grammar (spelled wrong here, interestingly) or spelling.

3) they may say something that they are not allowed to say because of the law (my guess is that this refers to a human rights law which protects people from slander).

4) they may say something that they cannot prove.
