"Why do you follow someone?" This is incorrect.
What I meant by "According to what do you follow someone?" is "what are your criteria for following someone?"

That structure does not sound natural.
If what you mean by 'According to what' is:
'For what reason(s)'/ 'Due to what', then 'why' is correct, unless the text is really formal style.
