It's a dialog between the writer and the receiver, concerning a third person, but I can't see how someone would use this structure ( "σου λέει" ) in a different way (to ask something and not just present/transfer the thoughts of another person). I repeat, it's not that someone is actually saying smt to someone else ( "to you" ). "σου λέει", here, is a figure of speech ( "is he telling you", but "he thinks/wonders) .
