A few notes:
1-The first line is a generic way to start formal letters.
2-"Brothers and sisters" is a common way of saying "ladies and gentlemen" in Arabic - it does not suggest any connotations that might be tied to the literally translated phrase in English.
3-"Shoufi Mafi?" literally means "What's up?," but being a slang word in the middle of a formal letter, it most likely means a brand name for the sender's company.
