The Russian word combination "Ð´Ð»Ñ Ð¿Ñ€ÐµÐ´Ð¾ÑÑ‚Ð°Ð²Ð»ÐµÐ½Ð¸Ñ Ð¿Ð¾ меÑту требованиÑ" has a direct analogue in English - "to who it may concern", or briefly "TWIMC". As I've read in dictionary, it's a wide use standard phrase in official documents. One thing I didn't understand is WHERE "TWIMC" should be placed, before the main text or after it. If you are sure how to do the right, please, make a correction.
Concerning word combinatory, I tried to use the most appropriate words, but I don't sure how well they "combined". It's like using wrong preposition between right verb and noun - you can catch the meaning anyway, but it sounds silly or illiterately. I hope, you've understood. To clear the sense I tell that "находить общий Ñзык" literally means "to find a common language", but implies "to communicate in a good manner" (also possible shades of meaning "to deal without problems", "to attain a mutual comprehension" . This should be translated to my mind "to get along", "to get on", or "to track" (the last is an "American" variant, as was noted in dictionary, so it seemed to me as more suitable variant).
